The Centre for National Resilience Brisbane (CNRB) located at Damascus Barracks in Pinkenba, was constructed and completed by the Department of Finance (Finance) in 2022. The site contains two accommodation blocks (initially circa 300 bed capacity), a Security Hub, Health Centre, Central Communications, Logistics Warehouse and commercial Kitchen Facilities. The management and use of the CNRB facility at Pinkenba has been provided by the Government to the AFP to support a multinational police training facility (Pinkenba Hub) with Pacific Command. This site will also lend itself as an opportunity to further support Learning and Development Command (LDC) as well as other AFP business areas in future stages for accommodation and training at Pinkenba Training Centre, a second AFP site within Pinkenba. Situated approximately 6 kilometres from the Pinkenba Hub, the Pinkenba Training Centre (PTC) has been operating in its current form since July 2024 and is the central focal point for operational safety and practice, public order management, investigations and other operational and corporate training for the AFP. PTC contains a reception area, training and syndicate rooms and a warehouse with specialist facilities which provide a broad range of training capabilities for the AFP, primarily during business hours. The AFP requires a range of services to be delivered at the 2 sites in Pinkenba, including:    a.         catering services including catering, external catering, bar service and coffee services    b.         accommodation and housekeeping services for circa 160 rooms    c.         reception and booking system services

DFAT, through the Australia - Pacific Partnerships for Aviation (P4A) program, provides support to the Australia – North Pacific Connector (Aus-NPC) flight route.  Australia is now seeking improved air connectivity with Pacific Island Forum members in the Central and North Pacific through the next phase of the Australia – North Pacific Connector.  The North Pacific Connector provides a vital link between the North Pacific and Australia and the South Pacific. Regular and scheduled commercial connectivity between Australia, the Republic of Nauru, the Republic of Kiribati (Tarawa), the Republic of the Marshall Islands (Majuro), the Federated States of Micronesia (Pohnpei) and the Republic of Palau (Koror) facilitates strong people to people links and cultural exchanges, supports greater access to health and education services and strengthens economic growth through tourism and trade opportunities.  DFAT seeks proposals for a weekly commercial flight service, capable of carrying at least 75 passengers and 1,000kg of cargo on each sector, connecting Australia with: • Republic of Nauru • Republic of Kiribati (Tarawa) • Republic of the Marshall Islands (Majuro) • Federated States of Micronesia (Pohnpei), and • Republic of Palau (Koror) The flight service will operate ongoing for a period of 24 months with an option to extend for a further 24 months. The successful operator must be ready to commence within 180 days of agreement with DFAT, with earlier operations preferred. The successful operator will sell seats and freight at commercial prices with revenue being deducted from flight operational costs to DFAT.
