Sixth Partnerships Addressing Disadvantage

Partnerships Addressing Disadvantage The 2023-24 Victorian Budget announced funding for a sixth Partnerships Addressing Disadvantage (PAD) initiative. PADs have driven innovation in social services and outcome-based funding in Victoria in recent years. Previously referred to as Social Impact Bonds (SIBs) in Victoria, PADs establish partnerships between the Victorian Government, service providers and investors to improve social outcomes for disadvantaged cohorts and are a form of social impact investing. This new PAD represents a further opportunity for the Government to partner with the service delivery sector and investors to continue improving outcomes for those who need it most. The target cohort for this new PAD will be young people requiring alcohol and other drug treatment with multiple and complex needs. Please ensure you read through all tender documents - this is not limited to the Request for Proposal and Invitation to Supply documents, but other requirements listed in the Bidder Checklist, such as Local Jobs First Policy and Fair Jobs Code requirements. Battery Breakthrough Initiative

The Battery Breakthrough Initiative (BBI) was announced as part of the Future Made in Australia (FMA) policy agenda of the Australian Government. Central to the National Battery Strategy, the program has been designed in consultation with the Department of Industry, Science and Resources (DISR) and a broad range of stakeholders. Funding provided through BBI may include capital grants, production incentives or other payments deemed appropriate by ARENA for the project. ARENA may take a portfolio approach to selecting Projects for funding, giving consideration to how a Project will contribute to the Program Outcomes either uniquely or as part of a suite of complementary ARENA activities. BBI is an open, merit-based program which will remain open until funds are exhausted or otherwise terminated or extended by ARENA. The program’s objective is to fund projects that contribute to one or more of the following program outcomes: Enhance Australia’s battery manufacturing capability to improve supply chain resilience and support emissions reduction Commercialise battery manufacturing processes and technologies that can contribute to emissions reduction. Applicants should review the key documents before submitting an application for the program and are strongly encouraged to contact ARENA before submitting an application. ARENA can provide guidance on the suitability of the Project against the Program Guidelines and Focus Areas. The objective of the grant is to provide payments to New Zealand non-protected Special Category (subclass 444) visa holders who have been adversely affected by a major disaster, consistent with the Australian Government Disaster Recovery Payment (AGDRP). NZDRP grants will be administered by Services Australia on behalf of NEMA. The NZDRP grant program will run over 4 years from 1 July 2023 to 30 June 2027.

Resolution payments under the Youpla Support Program

This grant opportunity is part of the Youpla Support Program, which was announced by the Australian Government on 8 February 2024 as its enduring resolution for people impacted by the collapse of the funeral insurance provider, the Youpla Group. The Youpla Group (formerly the Aboriginal Community Benefits Fund) was a funeral expenses insurer that primarily marketed its products to First Nations people. The Youpla Group entered liquidation in March 2022, leaving many people without cover, inflicting significant cultural, emotional and financial harm on many First Nations people and communities. The Youpla Support Program will provide a Resolution Payment to Eligible Persons to help them recover from this harm.  Subject to the exclusions set out in the Youpla Support Program Guidelines an Eligible Person will be offered as a Funeral Bond (delivered as a procurement) as the default option with the right to opt out and receive a Cash Payment (delivered as a grant). The Funeral Bond will be procured by NIAA on behalf of the Eligible Person. The Cash Payment will be made to the Eligible Person as a grant under the Youpla Support Guidelines.

Performance of representative body functions

The Native Title Act 1993 (the Act) provides for the Australian Government, through the National Indigenous Australians Agency, to fund entities to perform the ‘representative body’ functions listed in section 203B of the Act. These functions include assisting native title claimants and holders to progress native title claims, negotiate native title agreements and resolve native title disputes.  This grant opportunity will continue the delivery of these services by funding selected entities to perform these functions.

Building Excellence in Support and Training (BEST) Program 2026–27

The Australian Government is inviting organisations via a demand driven process to apply to deliver services under the Building Excellence in Support and Training (BEST) Program. The BEST Program 2026–27 will run over a 3-year period, commencing in the financial year 2026–27, ending in financial year 2028–29. The BEST Program forms part of the Australian Government’s commitment to supporting the role of ex-service organisation (ESO) compensation and wellbeing advocates, who provide advice and assistance to the veteran and defence communities. The BEST Program has been updated and simplified in response to the recommendations from the Senate Standing Foreign Affairs, Defence and Trade Legislation Committee Inquiry into issues relating to advocacy services for veterans accessing compensation and income support, and recommendation 99 of the Royal Commission into Defence and Veteran Suicide final report. The objectives of the BEST Program are to assist ESOs to: provide free advocacy services to veterans and families of veterans improve the quality of claims received by DVA at the primary determining level promote the provision of wellbeing services to the veteran and defence communities. The intended outcomes of the BEST Program are to ensure: the veteran and defence communities have access to free compensation and wellbeing advocacy services the veteran and defence communities benefit from ESO advocates who can lodge claims with DVA that are of a high standard and contain all required information to enable timely and quality decisions at no cost to the veteran ESO advocates can assist in improving claims assessment efficiency.
