Overview
Partnerships Addressing Disadvantage The 2023-24 Victorian Budget announced funding for a sixth Partnerships Addressing Disadvantage (PAD) initiative. PADs have driven innovation in social services and outcome-based funding in Victoria in recent years. Previously referred to as Social Impact Bonds (SIBs) in Victoria, PADs establish partnerships between the Victorian Government, service providers and investors to improve social outcomes for disadvantaged cohorts and are a form of social impact investing. This new PAD represents a further opportunity for the Government to partner with the service delivery sector and investors to continue improving outcomes for those who need it most. The target cohort for this new PAD will be young people requiring alcohol and other drug treatment with multiple and complex needs. Please ensure you read through all tender documents - this is not limited to the Request for Proposal and Invitation to Supply documents, but other requirements listed in the Bidder Checklist, such as Local Jobs First Policy and Fair Jobs Code requirements. Details
- Proponent statusApplicants must be legal entities capable of entering into a Joint Development Phase Agreement with the State of Victoria and able to form or be part of a consortium to deliver the PAD arrangement.
- Consortium MembersProponents may include Consortium Members who must take all necessary actions to enable the Proponent to fulfill its obligations under the agreement.
- Develop and design the implementation approach for the PAD arrangement
- Negotiate terms for the Implementation Agreement
- Develop resource plans and agreements to support implementation
- Specify cohort, program outcomes, evidence base, outcome measurement, program duration, return to investors, risk allocation, and governance structures
- Develop monitoring, reporting, communication, and risk management strategies
- Agree roles and responsibilities for program duration
- •Participation in the Joint Development Phase does not guarantee entry into the Implementation Agreement or funding beyond the Joint Development Phase.
- •The Joint Development Phase may be terminated at the State's absolute discretion at any time.
- •The Victorian State election in November 2026 may affect continuation or commencement of the Implementation Agreement.
- •Proponents must comply with confidentiality and intellectual property provisions as per the Joint Development Phase Agreement.
