Parkville Youth Mental Health and Wellbeing services (PYMHWS) was established in July 2025, as Victoria’s first dedicated youth public mental health service. PYMHWS operates the Parkville Youth Prevention and Recovery Centre (YPARC) located at 35 Poplar Rd Parkville Victoria, it is a voluntary, subacute, community bed based mental health and wellbeing service for young people aged 16–25. PYMHWS seeks to engage with a non-government organisation (NGO) partner to be the service provider under a services agreement for an initial three-year period to: Provide the youth wellbeing and lived experience workforce at the 20 bed YPARC. Partner with PYMHWS to tailor support and interventions to the recovery needs of each young person based on their clinical and psychosocial presentation. Work alongside PYMHWS’s clinical team under PYMHWS’s Clinical Governance Framework. Demonstrate alignment with the PYMHWS vision, mission, values and program criteria. Achieve a value for money service within the Victorian public health service by using funding appropriately and efficiently. This grant opportunity was announced in January 2023 as part of Government’s Safeguard Mechanism Reforms to support the Government’s ambition for Australia to become a renewable energy superpower. The Australian Government has announced a total of $600 million over the life of the program in recognition of the specific challenges faced by trade exposed facilities. For this second round of the Powering the Regions Fund - Safeguard Transformation Stream approximately $321 million is available from 2025-26 to 2032-33. The objectives of the grant opportunity are to: support trade-exposed facilities covered by the Safeguard Mechanism to reduce their emissions and contribute to meeting Australia’s 2030, 2035 and 2050 emissions reduction targets reduce the risk of carbon leakage, which occurs when a business responds to emissions reduction policies by moving emissions-intensive production to a country with less stringent policies provide skills development to existing industrial workforce in new equipment or processes that contribute to the reduction of scope 1 emissions. The intended outcome of this grant opportunity is a reduction of emissions at trade exposed Safeguard facilities consistent with their obligations under the Safeguard Mechanism.

The Carbon Capture Technologies Program aims to accelerate the research, development and demonstration of novel and emerging carbon management technologies to address Australia’s hard-to-abate emissions and residual emissions. Grants will be offered to pilot and demonstration projects that capture, utilise and remove CO2 and have the potential to create new, low-emissions or net-zero industries. Examples of eligible technologies, include but are not limited to: novel or emerging carbon capture and/or utilisation for hard-to-abate sectors novel or emerging carbon removal technologies such as direct air capture enhanced rock weathering biomass carbon removal and storage, including durable sequestration of carbon in biochar mineral carbonation technology, such as capturing carbon in building and other materials. Conventional and land-based approaches that leverage natural biological systems, without technological intervention, are not eligible. This includes: afforestation/reforestation, peatland or wetland restoration agroforestry are excluded from this program. The objectives of the program are to: accelerate the development of emerging priority CO2 capture, utilisation, and removal technologies support research, development and demonstration to advance technological and commercial readiness of novel or emerging carbon capture, utilisation and removal technologies in hard-to-abate industries such as cement, chemicals and steel demonstrate verifiable permanence of CO2 sequestered via a range of utilisation applications support capability development in novel or emerging carbon removal technologies.
