Overview
Parkville Youth Mental Health and Wellbeing services (PYMHWS) was established in July 2025, as Victoria’s first dedicated youth public mental health service. PYMHWS operates the Parkville Youth Prevention and Recovery Centre (YPARC) located at 35 Poplar Rd Parkville Victoria, it is a voluntary, subacute, community bed based mental health and wellbeing service for young people aged 16–25. PYMHWS seeks to engage with a non-government organisation (NGO) partner to be the service provider under a services agreement for an initial three-year period to: Provide the youth wellbeing and lived experience workforce at the 20 bed YPARC. Partner with PYMHWS to tailor support and interventions to the recovery needs of each young person based on their clinical and psychosocial presentation. Work alongside PYMHWS’s clinical team under PYMHWS’s Clinical Governance Framework. Demonstrate alignment with the PYMHWS vision, mission, values and program criteria. Achieve a value for money service within the Victorian public health service by using funding appropriately and efficiently. PYMHWS is inviting responses to this Request for Tender through online submissions via the Buying for Victoria public tender portal. Details
- Organisation TypeInvitations are sought from suitably qualified and experienced non-government organisations (NGOs) to submit proposals for the provision of the youth wellbeing and lived experience workforce at Parkville YPARC.
- ExperienceTenderers must demonstrate experience delivering YPARC/PARC or comparable subacute residential psychosocial programs for youth, including youth wellbeing and lived experience workforce employment models and supports.
- ComplianceTenderers must comply with legal and industrial requirements including insurances, child safety, privacy, and must provide statutory declarations regarding improper assistance.
- Staff Checks and ImmunisationAll relevant staff must hold or will hold prior to commencement a national or international police clearance check, a working with children check certificate, and comply with category A immunisation requirements.

Evaluation of skill mix, 24/7 coverage, supervision, training, retention, and wellbeing including peer workforce.
Demonstrated success collaborating with health services and alignment to PYMHWS governance, incident and risk maturity.
Practical strategies and partnerships for Aboriginal and Torres Strait Islander young people, CALD access, LGBTIQA+ inclusion, and disability access.
Realistic ramp-up for 20 beds, clear interface schedule, and risk mitigations.
KPI approach including occupancy targets, timely incident review, consumer feedback, and continuous quality improvement.
Competitive bed day rate, cost transparency, and sustainability.
Satisfactory stakeholder endorsements, financial viability, insurance, contract compliance, conflicts of interest, WHS sustainability, and regulatory compliance.

- •Tender must be submitted by 9am AEST 27 April 2026 via the Victorian Government Tenders website.
- •Tender validity period of no less than 90 days from close date.
- •Tenderers must disclose any conflicts of interest.
- •Non-conforming tenders may be considered at PYMHWS discretion if they substantially meet requirements and offer value for money.
- •PYMHWS reserves the right to accept or reject any tender and is not obliged to accept the lowest priced tender.
- •Post tender negotiations and Best and Final Offer (BAFO) processes may be conducted at PYMHWS discretion.
- •Supplier must comply with all relevant laws, policies, and PYMHWS procedures including occupational health and safety, privacy, and child safety.
- •Supplier must ensure personnel have required clearances and immunisations prior to commencement.
- •Subcontracting requires prior written approval from PYMHWS.
