The purpose of this grant opportunity is to establish a Jewish community focussed legal advice service to support the Royal Commission. The service will run for the duration of the Royal Commission and to be effective, the service must be independent from the Royal Commission, trauma-informed, culturally safe, accessible, and be delivered nationally. The objectives of the grant are: ·       To provide a free legal advice and information service to assist individuals to understand their legal rights and options for engaging with the Royal Commission. ·       To provide referrals to counselling and other support services as needed to ensure a holistic, culturally appropriate, and cooperative approach to assisting people to engage with the Royal Commission.

Eligibility Criteria
  • Invited organisation
    Only the Jewish Centre for Law and Justice Limited (ABN 43 679 820 485) is eligible to receive this grant as an invited organisation due to urgent need associated with the Royal Commission.
  • Australian Business Number
    Applicant must have an Australian Business Number (ABN).
  • GST registration
    Applicant must be registered for GST if applicable.
  • Australian financial institution account
    Applicant must have an account with an Australian financial institution.
  • Authorisation to provide community legal assistance
    Applicant must be authorised to provide community legal assistance services.
  • National Redress Scheme compliance
    Applicant or project partner must not be listed on the National Redress Scheme’s website as an institution that has not joined or signified intent to join the Scheme.
Deliverables
  • Establishment and operation of a trauma-informed, culturally appropriate, accessible free national legal advice service supporting the Royal Commission.
  • Provision of free legal advice, information, and referrals by phone, online, and face-to-face in key locations.
  • Employment of appropriately qualified legal and support staff trained in trauma-informed and cultural sensitivity.
  • Development of close working relationships and referral pathways with the Royal Commission, relevant support services, and the department.
  • Provision of referrals to counselling and other support services as needed.
Evaluation Criteria
Program Outcomes and Objectives

Assessment of how the proposed activities meet the program objectives, including detailed description of activities, key deliverables, national reach, and demonstrated past outcomes.

Workforce Capacity and Capability

Assessment of workforce qualifications, training, experience, cultural and language capabilities, support for trauma-informed and culturally safe services, staffing capacity and flexibility, and past delivery success.

Risk and Governance

Assessment of governance structure, oversight arrangements, policies and procedures supporting ethical and accountable operations, risk management strategies, and mitigation of activity-specific risks.

Conditions & Exclusions
  • Only the Jewish Centre for Law and Justice Limited is eligible to apply.
  • Grant activities must be trauma-informed, culturally appropriate, accessible, and national in scope.
  • Legal representation for the organisation is ineligible.
  • Activities already funded on an ongoing basis by other government bodies are ineligible.
  • Costs for legal representation of witnesses after being called are ineligible.
  • Purchase of land, retrospective costs, capital expenditure without approval, and overseas travel are ineligible.
  • Funding cannot be received from another government source for the same activity or purpose.
  • Compliance with relevant legislation, Commonwealth Child Safe Framework, and multicultural access and equity policies is required.
