Illicit Tobacco Fee for Service Program
The Illicit Tobacco Fee for Service Program (the program) will run until 30 June 2027. In the 2024-25 Budget, the 'Tobacco - Illicit tobacco compliance' measure provided funding of $188.5 million over 4 years from 2023-24 for the Australian Border Force (ABF) to implement an end-to-end compliance and enforcement model for illicit tobacco.
This funding includes $20.4 million to establish the Illicit Tobacco Fee for Service Program to partner with state and territories to counter illicit tobacco. The ABF is delivering a proportion of the funding to the states and ACT through a separate funding opportunity and Memorandum of Understanding.
This grant opportunity has up to $5 million available to partner with the Northern Territory Police Force (NTPF) to counter illicit tobacco.
The objectives of the program are to:
supplement existing resources, processes and equipment/s for the fight against illicit tobacco sales and distribution
assist territories in combating the sale and distribution of illicit tobacco in Australia
prevent escalation of criminal activity related to the trade.
The intended outcome of the grant opportunity is to support uplift in capacity and capability of territory law enforcement agencies to support the Commonwealth efforts in disrupting illicit tobacco.

Provision of catering, accommodation, reception and booking system services - Pinkenba
The Centre for National Resilience Brisbane (CNRB) located at Damascus Barracks in Pinkenba, was constructed and completed by the Department of Finance (Finance) in 2022. The site contains two accommodation blocks (initially circa 300 bed capacity), a Security Hub, Health Centre, Central Communications, Logistics Warehouse and commercial Kitchen Facilities. The management and use of the CNRB facility at Pinkenba has been provided by the Government to the AFP to support a multinational police training facility (Pinkenba Hub) with Pacific Command. This site will also lend itself as an opportunity to further support Learning and Development Command (LDC) as well as other AFP business areas in future stages for accommodation and training at Pinkenba Training Centre, a second AFP site within Pinkenba.
Situated approximately 6 kilometres from the Pinkenba Hub, the Pinkenba Training Centre (PTC) has been operating in its current form since July 2024 and is the central focal point for operational safety and practice, public order management, investigations and other operational and corporate training for the AFP. PTC contains a reception area, training and syndicate rooms and a warehouse with specialist facilities which provide a broad range of training capabilities for the AFP, primarily during business hours.
The AFP requires a range of services to be delivered at the 2 sites in Pinkenba, including:
a. catering services including catering, external catering, bar service and coffee services
b. accommodation and housekeeping services for circa 160 rooms
c. reception and booking system services

ASCA Pitch Day 2026 - Resilient Command and Control (C2)

The Advanced Strategic Capabilities Accelerator (ASCA) continues to transform the way breakthrough military solutions are delivered, by rapidly translating innovative technologies into capabilities that will help take Defence further, faster. As part of this effort, ASCA’s Pitch Days seek to provide industry and academia the opportunity to pitch their innovative technologies to senior Defence officials and members of the broader defence ecosystem.
On behalf of ASCA, I would like to inform you of our first pitch day for 2026, with the theme: Resilient Command and Control (C2).
We have released a Request for Information (RFI) seeking responses on innovative technologies that could solve any of the following Challenge Statements:
• Challenge Statement 1 – Operating in Denied, Degraded, Intermittent and Limited (DDIL) environments
• Challenge Statement 2 – Protecting and ensuring resilient C2 capabilities
• Challenge Statement 3 – Recovery of degraded C2 networks.
These Challenge Statements reflect Defence’s strategic priorities, and respondents to this RFI who submit the most promising solutions will be invited to present at the Pitch Day event to be held at the Australian Defence Science, Technology and Research Summit 2026 (ADSTAR 2026) in Adelaide, 4–6 August 2026. Subject to the Conditions of RFI, ASCA will fund the travel and accommodation for successful respondents to present at the Pitch Day event.
Details on how to participate are included in the Conditions of RFI.
Subject to the conditions of the RFI, ASCA will be accepting submissions from 10 March to 14 April, with notification of outcomes advised by 3 July 2026. More details on the Pitch Day event will be announced in due course.
