Design and Construction of Beechworth WWTP Upgrade
Overview
North East Water has completed a preliminary design for the upgrade of Beechworth Wastewater Treatment Plant (WWTP) and obtained a development license from the EPA. It is now seeking to engage a Principal Contractor under a design and construct contract to deliver the works. The Beechworth WWTP located on McFeeters Road is to be upgraded from a lagoon-based treatment process to a biological nutrient removal plant from which treated water will continue to flow to a nearby waterway or be used for onsite irrigation. The scope of works will include new concrete bioreactors and associated equipment, inlet works, UV system and outfall pipework, sludge thickener, aerobic digester, sludge dewatering unit, electrical and control systems, connection to existing assets at key interface points, and refurbishing an existing lagoon for flow/load buffering.

- Tenderer AuthorizationThe person lodging the Tender must be duly authorized to lodge the Tender on behalf of the Tenderer and bind the Tenderer unconditionally by the offer set out in the Tender.
- Compliance with Tender ConditionsTenderers must comply with all Conditions of Tender and submit all information fields in Part D completed with accurate and complete information.
- Financial ViabilityTenderers must demonstrate financial capacity to provide all contract requirements over the term of the contract and provide requested financial information upon North East Water's request.
- Insurance ComplianceTenderers must comply fully with minimum insurance types and levels required by the RfT documentation and provide evidence such as certificates of currency.
- Conflict of InterestTenderers must declare any actual, potential or perceived conflicts of interest and have processes to manage them.

Assessment of lump sum price and cost breakdown structure.
Evaluation of stakeholder management plans and customer service approach.
