Engineering, Ergonomics, and Occupational Hygiene Services Panel. (Specialist Consulting Services Panel)
Overview
WorkSafe Victoria currently has three Specialist Consulting Services Panels in the disciplinary areas of: 1. Engineering, 2. Ergonomics and Human Factors (Ergonomics), and 3. Occupational Hygiene. Suitably qualified suppliers with specialisation in engineering, ergonomics and occupational hygiene are needed to: - Provide expert advice, conduct analysis and apply contemporary technical information to enable WorkSafe staff, including Inspectors and Investigators to take appropriate compliance action, - Provide subject matter expertise to various stakeholders within WorkSafe to enable the development of health and safety initiatives, - Provide expertise to the development of legislation, standards, guidance materials, operational policies and procedures, and - Provide subject matter expertise to collaborative research initiatives. The Panel will not provide expertise for projects or expertise focused on: - psychological health, safety, and wellbeing, - forensic investigations, or - expert witness in support of WorkSafe’s Enforcement Group during investigations and prosecutions.

- Key Management Positions ComplianceThe Supplier does not have current holders of key management positions who have pleaded or been found guilty of an offence pursuant to the Occupational Health and Safety Act 2004 (Vic) within the past five years, nor have any impending legal actions for alleged offences under these acts. Key management positions include Company Directors, CEO, CFO, Managing Director/Manager of Operations, Executive Director.
- Key Personnel MembershipThe Supplier's nominated Key Personnel each have a current membership within their discipline: Engineers Australia or equivalent for Engineering; HFESA, CIEHF, or HFES for Ergonomics; no membership required for Occupational Hygiene.
- Key Personnel Qualifications and ExperienceKey Personnel must have relevant qualifications and minimum industry experience: Engineering - Bachelor degree and 5 years; Ergonomics - Post-graduate or relevant bachelor degree and 10 years; Occupational Hygiene - Graduate Diploma or Masters and 5 years.
- Fair Jobs Code ComplianceThe Supplier complies with the Fair Jobs Code as per Victorian Government requirements.
- Occupational Health and Safety Management SystemThe Supplier has either a current ISO 45001 Certification or a current OHS Management System Certification (other than ISO 45001) and has satisfactorily completed the Self-Assessment in Health and Safety Management System Diagnostics.
- Supplier Code of ConductThe Supplier commits to the Victorian Government Supplier Code of Conduct.
- Security Technology Assessment of Risk (STAR) CooperationThe Supplier will cooperate with WorkSafe Victoria during the conduct of a Security, Technology Assessment of Risk (STAR) if required.
- Privacy Impact Assessment (PIA) CooperationThe Supplier will cooperate with WorkSafe Victoria during the conduct of a Privacy Impact Assessment (PIA) to ensure compliance with privacy obligations under Victorian law.
- Provision of specialist consulting services in Engineering, Ergonomics, and Occupational Hygiene disciplines.
- Expert advice and analysis to support WorkSafe staff including Inspectors and Investigators.
- Subject matter expertise to assist development of legislation, standards, guidance materials, policies, and procedures.
- Contribution to collaborative research initiatives.
- Support for WorkSafe's emergency obligations and response requirements.
- Provision of services across specified geographic regions in Victoria, including online and face-to-face delivery.
Includes demonstrated experience (30%) and past performance (10%) relevant to the nominated discipline and scope of work.
Assessment of qualifications, memberships, professional development, and relevant expertise of nominated key personnel.
Evaluation of social procurement benefits such as being a certified social enterprise, Aboriginal business, or Australian Disability Enterprise.

- •Fair Jobs Code compliance is mandatory for threshold contracts.
- •Pricing must be submitted as best pricing with hourly and daily rates excluding GST.
- •No minimum volumes guaranteed under the panel; engagements are at WorkSafe's discretion.
