Purpose: The purpose of this invitation for Expressions of Interest (EOI) is to undertake a public, multistage tender to appoint a Technical Advisor to the Department of Transport and Planning (DTP). The Department seeks to understand the organisational experience and capabilities of Respondents. The successful contractor is required to be pre-qualified in each Supply of Services category on the Department of Treasury and Finance’s (DTF) Construction Supplier Register (CSR). The successful contractor will be able to provide DTP with the full depth and breadth of technical, engineering and construction services. This EOI Invitation corresponds with the Advance Tender Notice (ATN) Ref. No. ATN-DTP-TAS-RFT-001, issued 10 December 2025. - Pre-qualification on DTF Construction Supplier RegisterProspective respondents must demonstrate pre-qualification status in all relevant Supply of Services categories on the Department of Treasury and Finance's Construction Supplier Register (CSR). Respondents are encouraged to partner to cover all required categories.
- Insurance CoverageRespondents must meet mandatory insurance policy coverage amounts per claim as stated in the EOI Evaluation Criteria, including Professional Indemnity ($20M per event), Public Liability ($30M per event), and Work Cover. Certificates of currency must be provided.
- Fair Jobs Code ComplianceInvitees are required to comply with the Fair Jobs Code and hold a valid Pre-Assessment Certificate issued by the FJC Unit.
- Occupational Health and SafetyInvitees must confirm no material change to OHS criteria since CSR prequalification and declare no enforcement activities or issues in the past 24 months, or provide full particulars.
- Industrial RelationsInvitees must confirm no material change to Industrial Relations criteria since CSR prequalification or provide full particulars of changes.
- Provision of technical advisory services across multiple construction consultancy categories as per Department requirements
- Demonstration of pre-qualification status across all relevant CSR categories

Assessment of proposed business structure, consortia arrangements, legal status, and corporate capability to deliver and technically support required resources across CSR categories.
Evaluation of approach to partnering with the Department, understanding of key government issues in transport and planning infrastructure, and relevance to Department needs.
Review of current and past engagements providing technical, engineering, and construction consultancy services, including scope, outputs, and value.
Provision of four detailed case studies demonstrating relevant project experience, risks, outcomes, lessons learned, and client referees.
Ideas and approaches to bringing innovative practices and inputs to deliver value in Technical Advisory Services.
Approach to information sharing and capability uplift to Department client services groups.
Identification of further opportunities to bring value to the State in relation to the scope of services.
