Road Safety Services Register The Road Safety Services Register is for the supply of Road Safety Services to the Transport Accident Commission (TAC). Suitable suppliers are invited to apply for prequalification. The Road Safety Services Register is an open register and suppliers may apply at any time. Please read through the attached documentation carefully in applying to join the register. Do not submit your application via the Tenders Vic website. You must submit your application as instructed in the invitation documentation and email applications to rs-panel-manager@tac.vic.gov.au About the TAC The TAC is a government–owned enterprise, established under the Transport Accident Act 1986 (Vic) to reduce the social and financial cost of transport accident injuries to the Victorian community. The TAC is dedicated to eliminating lives lost and serious injuries. To achieve this, the TAC and its road safety partners are building a system where Victorians are protected from death or serious injury if a mistake is made on the road. This expertise includes areas such as: Behavioural science expertise Motorcycle safety Vehicle safety (technical & engineering and behaviour) Drink, drug, impairment, and offender behaviour Active transport and micro mobility Road safety strategy development and/or policy advice Early childhood and parenting Youth and young drivers Ageing Road users Data analysis & modelling Road safety infrastructure and/or program audits Road safety education Road safety program evaluation

Eligibility Criteria
  • Prequalification Requirements
    Applicants must fully satisfy all mandatory prequalification requirements as set out in the application and scope to be considered for prequalification.
  • Financial Capacity
    Applicants must demonstrate financial capacity and respond to TAC requests for financial information. They must notify TAC immediately if subject to an Insolvency Event.
  • Compliance with Terms
    Applicants must accept and comply with all Prequalification Terms including warranties, confidentiality, and performance obligations.

  • Provision of specialist road safety expertise in areas such as behavioural science, motorcycle safety, vehicle safety, impairment behaviour, active transport, road safety strategy, youth and ageing road users, data analysis, and infrastructure audits

  • Monitoring and assessment of road safety data trends
  • Research and reporting including literature reviews and investigations
  • Program development, delivery, and performance audits

  • Professional development, mentoring and coaching
  • Governance, business support and financial planning
Evaluation Criteria
Prequalification Requirements Compliance

Assessment of completeness and satisfaction of all mandatory prequalification requirements.

Financial Capacity

Assessment of financial stability and capacity to deliver services.

Experience and Capability

Verification of relevant experience, expertise, and referees as requested by TAC.

  • Prequalification is not transferable to related or subsidiary companies.
  • Applicants must not use prequalification status for unsolicited advertising or promotion without TAC consent.
  • Applicants must comply with confidentiality and privacy obligations.
  • Prequalification may be suspended or cancelled for breaches, insolvency, unsatisfactory performance, or misconduct.
  • Applicants must notify TAC of any significant changes in financial capacity, capability, or ownership.
  • The Register may be terminated by TAC with 90 days' notice.
