Cardinia Dam Upgrade (CDU) - RFP

Overview

Melbourne Water (MW) is seeking Requests for Proposals (RFPs) for the provision of Construct Only services for the Cardinia Dam Upgrade (CDU) project. Respondents who have lodged their submission to the previous EOI and satisfied all mandatory criteria, will be invited to participate in the RFP. MW will not invite nor consider proposals from respondents who did not lodge an EOI submission. The RFP will be conducted through MW's procurement system called Zycus. All submissions must be lodged through Zycus and all queries/clarifications are to be directed through the Zycus eForum. Access to the RFP will be via Zycus invitation only to selected EOI respondents. Refer to the attached Zycus guides for instructions. The closing date for this RFP is 18:00 AEDT Friday 27 March 2026. An Industry Briefing Session will be held at Melbourne Water's Head Office (990 LaTrobe St, Docklands, VIC) on Wednesday 4 February 2026 followed by a Site Inspection at Cardinia Reservoir on Friday 6 February 2026. Attendance at both sessions is a Mandatory Criteria and MW will only accept proposals from Respondents who attend.

Eligibility Criteria

Access to ZYCUS Supplier Network (ZSN)
Suppliers must have access to the ZYCUS Supplier Network to participate.
Invitation to Sourcing Event
Suppliers must have been invited to the sourcing event by Melbourne Water or be participating in an Open/Public event issued by Melbourne Water.
Acceptance of Tender Conditions
Suppliers must accept the Tender Conditions for the particular sourcing event to participate.
