Accredited Heavy Vehicle Provider Training and Assessment Services
Overview
The Department of Transport and Planning (DTP) is authorised under the Road Safety Act 1986 to issue heavy vehicle licences to qualified applicants. It also has the discretionary power to delegate that authorisation to 'Accredited Providers'. Since 1992, DTP has managed an accredited provider scheme for the training and assessment of heavy vehicle drivers. To enable this process, DTP manages an accredited Scheme that provides for state-wide ready access to a comprehensive training and assessment program for heavy vehicle drivers. The purpose of the Scheme is to ensure that heavy vehicle drivers are competent and safe on Victorian roads. DTP is seeking invitee’s response to the invitation for the supply of services in the City of Greater Geelong LGA and City of Warrnambool LGA.

- Registered Training Organisation (RTO) AccreditationApplicants must be an active RTO with current registration including specific heavy vehicle licensing units from the TLI – Transport and Logistics Training Package on their scope.
- Quality Assurance and ImprovementApplicants must have a documented quality management system aligned with RTO regulatory requirements and evidence of compliance with annual reporting and audits over the past three years.
- Organisation StructureApplicants must be a registered company or business with a solid corporate structure, provide a current organisation chart with key executives, and a three-year business plan.
- Financial ViabilityApplicants must provide tax returns and audited profit and loss statements for the past three years, plus a three-year financial plan demonstrating financial health.
- InsurancesApplicants must hold public liability insurance ($20 million), professional indemnity insurance ($5 million), property insurance, worker's liability insurance, Accident Compensation Act insurance, and motor vehicle third-party liability insurance as required by law.
- Capability to Access FacilitiesApplicants must demonstrate access to office and classroom facilities with amenities in the required geographical area, supported by lease agreements or owner letters.
- Capability to Access Sites (Off-road Range)Applicants must demonstrate access to a secure off-road range meeting specified dimensions and security requirements for practical training activities.
- Capability to Access VehiclesApplicants must have access to a full range of vehicles covering all heavy vehicle licence categories, evidenced by ownership, lease, or hire agreements.
- Capability to Employ Key PersonnelApplicants must demonstrate the ability to employ qualified personnel in key roles including assessors with required qualifications and experience, supported by employment contracts or engagement letters.
