Southern Metropolitan Cemeteries Trust (SMCT) would like to invite you to submit a response encompassing the services required to undertake and successfully complete the above service as detailed in the attached tender documentation. SMCT is seeking a response for these works, by 2.00pm Tuesday 14th April 2026 via Buying for Victoria (Tenders Vic) website. MANDATORY site visits are scheduled to take place on the below dates, times and locations: Location Date Time Bunurong Memorial Park – meet at Southern Aurora Centre Reception Monday 23rd March 2026 8am Springvale Botanical Cemetery – meet at Clarence Reardon Centre Cafe Tuesday 24th March 2026 8am Melbourne General Cemetery – meet at Gatehouse entrance Thursday 26th March 2026 9am Please note that failure to attend MANDATORY site visits will deem any Tender submissions void. All questions must be submitted by 2.00pm Wednesday 1st April 2026 and will be responded to no later than 2.00pm Thursday 9th April. Eligibility Criteria
  • Mandatory Site Visits
    Tenderers must attend all mandatory site visits at the three SMCT cemetery locations as failure to attend will render the tender submission void.
  • Financial Capability
    Respondents must demonstrate financial capability by providing profit and loss statements, balance sheets, and cashflow statements for the 2023/24 and 2024/25 financial years, and disclose any significant financial events or insolvency proceedings in the past three years.
  • Insurance Requirements
    Tenderers must provide details and certificates of currency for required insurances including Public Liability, Work Cover, Asbestos Liability, Professional Indemnity, and Motor Vehicle insurance.
  • Health and Safety Compliance
    Tenderers must demonstrate systems and procedures for managing work health and safety, including WHS Management Plans, SOPs, JSAs, incident management, emergency preparedness, and provision of PPE.
  • Social Procurement Commitment
    Tenderers must submit a Social Procurement Commitment Proposal addressing Victorian Government social procurement objectives such as employment of Aboriginal people, people with disability, disadvantaged Victorians, and sustainable business practices.

Evaluation of lump sum contract sum and detailed pricing schedules including mark-ups and rates for additional works.

Assessment of tenderer's relevant experience, key personnel, subcontractors, and references.

Methodology and Service Delivery Model

Evaluation of tenderer's approach to service delivery, risk management, reporting, and transition plans.

Compliance with Mandatory Requirements

Verification of mandatory site visits, financial capability, insurance, and health and safety compliance.

How to Apply
Conditions & Exclusions
  • Tenderers must attend all mandatory site visits; failure to attend will void submission.
  • SMCT may award contract to single or multiple suppliers at its discretion.
  • Tenderers must submit conforming tenders; alternative proposals must be priced and submitted alongside conforming tenders.
  • SMCT is under no obligation to accept any clarifications, departures, or requested amendments to contract terms.
  • Tenderers must comply with all specified insurance and health and safety requirements.
