- Local Business Presence and Response CapabilityInvitees must demonstrate they are a registered business with a principal place of business located in Central Regional Victoria and can meet the contractual call‑out and response time requirements.
- Relevant Experience in Educational FacilitiesInvitees must demonstrate a minimum of three prior projects of a similar nature providing electrical services to educational facilities (e.g. schools, TAFEs or higher education providers) completed within the past five years.
- Staff Resourcing CapacityInvitees must have sufficient staff resourcing to meet contractual requirements and operate as a medium to large enterprise capable of delivering the services required under the contract.
- IncorporationOnly invitees that are incorporated at the time of closing of offers are eligible to submit an offer.
- Provision of corrective, reactive, and emergency electrical maintenance services across all BKI regional sites
- Ad hoc electrical repairs including power outages, faulty lighting, power outlets, switches, fixed electrical equipment, tripped circuits, and installation or relocation of electrical components
- Emergency response services with adherence to specified response timeframes
- Provision of service reports, records of inspections, tests, defects, and repairs
- Compliance with all relevant electrical licences, Australian Standards, Codes of Practice, WHS obligations, and statutory requirements
- Coordination with Campus Operations to minimize disruption
- Maintenance of safe, clean, and secure work areas
- Participation in periodic performance reviews

Proposed service delivery model including day-to-day operations, response times for reactive and emergency works, communication and reporting arrangements.

Workforce inclusion and diversity practices, engagement of social enterprises or purpose-led suppliers, environmentally sustainable practices including waste management and resource efficiency.
