Provision of Security Guarding and Concierge Services
Overview
The Commonwealth of Australia, as represented by the Department of Finance (Finance) is seeking to procure a suitably qualified and experienced Service Provider to provide Security Guarding and Concierge Services (the Services), via this Request for Tender (RFT). Subject to the outcome of this RFT process, Finance intends to engage a single Successful Tenderer via a Deed arrangement. The Successful Tenderer will be responsible for provision of Services at the primary Service Location in the Australian Capital Territory. Additional Service Locations in one or more States and Territories across Australia may opt-in at any time during the Deed Term by entering into a Contract for Ordered Services under the Deed.

- Master LicenceThe Tenderer holds, and has submitted evidence of, a current and valid Master Licence to operate as a security provider and employ people to perform security activities for the Australian Capital Territory in accordance with the Security Industry Act 2003 (ACT).
- Legal EntityThe Tenderer is a single legal entity or recognised firm of partners that exists at the Closing Time.
- Financial SolvencyThe Tenderer is not bankrupt or insolvent.
- Judicial DecisionsThe Tenderer is not subject to any judicial decision against them (not including decisions under appeal) relating to employee entitlements (or if subject to such judicial decision, the Tenderer has satisfied any resulting order).
- Workplace Gender EqualityThe Tenderer is not listed as a non-compliant employer under the Workplace Gender Equality (WGE) Act 2012 (Cth).
- Statements of Tax RecordThe Tenderer holds all Valid and Satisfactory Statements of Tax Record for its entity type.
- Provision of security guarding services
- Compliance with security clearance requirements
- Adherence to the Shadow Economy Procurement Connected Policy
Consideration of financial and non-financial costs and benefits, including fitness for purpose, risk management, and economic benefits.
Ensuring personnel meet security clearance requirements.
